Is Exodus 32:14 Evidence that Repentance is a Change of Mind? Also: Is “Live and Let Live” a Biblical Concept?

Does repentance mean a turning away or a change of mind? Doesn’t Exodus 32:14 prove that repentance is a change of mind?
